Step 1: Choose freehold or leasehold
Non-residents can only buy in designated freehold zones (Dubai Marina, Downtown, JVC, Palm Jumeirah, etc.). Freehold gives you full ownership. Leasehold (99 years) is available in some areas but less common for international buyers. Check with Dubai Land Department for the official list of freehold areas.
Step 2: Engage an agent and search
Work with a RERA-registered agent. All agents must be registered with the Real Estate Regulatory Authority. Check their registration number on the DLD/RERA website. For Dutch buyers, several agencies on Sheikh Zayed Road and in Marina have European-speaking staff.
Step 3: Sign MOU (Memorandum of Understanding)
Once you agree on a price, both parties sign an MOU (Form F) through the DLD system. The buyer pays a 10% deposit, usually held by the agent or in an escrow account. The MOU specifies the completion timeline (typically 30-45 days for cash, 60-90 days with mortgage).
Step 4: Obtain NOC from developer
The seller applies for a No Objection Certificate from the developer. This confirms all service charges are paid. Processing: 1-5 business days. Cost: AED 500-5,000 (paid by seller). Major developers like Emaar have online portals for faster processing.
Step 5: Mortgage approval (if applicable)
If financing, submit your mortgage application after signing the MOU. Pre-approval is recommended before this stage. The bank arranges a property valuation (AED 2,500-3,500). Final approval: 2-4 weeks. See: Dubai mortgage guide.
Step 6: DLD transfer at trustee office
Both parties attend a DLD-authorized trustee office. The buyer pays: remaining balance (via manager's check), DLD fee (4%), trustee fee (AED 2,000-4,000 + VAT), and agent commission (2% + VAT). The seller provides the NOC and signs the transfer documents. Ownership is transferred same day.
Step 7: Post-transfer
You receive the new title deed within 1-2 business days. Register with DEWA (Dubai Electricity and Water Authority) for utilities. If renting out, register the tenancy contract with Ejari. Appoint a property management company if you are a non-resident landlord.
